With a mandate and funding from the City of Toronto, the opportunity of equipping the service with state-of-the-art GPS/AVL integrated with CAD (computer aided dispatch) transformed necessity into reality. After the successful beta testing, Elm Technologies delivered sufficient model Placer 455 GPS units to equip the entire Toronto EMS fleet of ambulances. In December 1998, a new CAD system was also installed at Toronto EMS Communication Headquarters. All installations were performed by the well equipped and proficient staff and facilities of Toronto Ambulance - and the Trimble AVL system became operational in July 1999. Designed to report vehicle location at intervals of 300 metres of movement, the leading-edge technology of the AVL system has provided immediate benefits. Working at CAD consoles, dispatchers monitor the real-time location of each ambulance in their territory through digital mapping on display screens. Instant reporting of the exact location of every ambulance means more lives saved through faster dispatch of vehicles. Redeployment of resources to other areas has been improved, providing the most efficient distribution of personnel and vehicles, as well as better fleet utilization. AVL boasts faster response times, reduced radio communications and allows a virtually seamless transfer of duties between personnel. Stress levels and fatigue within the Communications Centre have declined resulting in increased productivity and enhanced overall employee and operational performance. Elm Technologies, partnered with Trimble's GPS technology, performed an invaluable service, according to Irina Pantofaru, Toronto EMS Communications Engineer responsible for the project. "Their grasp of the issues, knowledge of the products and technology were invaluable and continue into their after-sales service. Of particular significance was the solid working relationship between Trimble Navigation and Elm Technologies. " Now in operation for over a year and fully successful in the Y2K rollover, the AVL/CAD system is a success story of the application of GPS technology from Trimble Navigation.
